The stockpile reliability test is a comprehensive test for stockpile reliability with the process of analyzing and assessing the feasibility, safety, credibility, and performance of ammunitions in the stockpile of the Korean military and deciding whether it can be used. The Defense Agency for Technology and Quality, the only responsible agency for the test in Korea, is contributing to the maintenance of defense force and the reduction of budget.
The Korean army operates a variety of weapons system to prepare for emergency and to preserve lives and properties of the Korean people from enemies’ attack. In these weapons systems, ammunitions and the chemical, biological, and radiological (CBR) materials are usually used after a long time of storage. Therefore, the physical and chemical changes while in storage impede the performance and function. This is the reason that the stored ammunitions and the CBR materials should undergo the chemical or functional inspection and the results should be analyzed and assessed to check whether the performance is maintained. This is the stockpile reliability test.
In Korea, the DTaQ was designated to be the comprehensive manager for ASRP in 1998, by the Ministry of National Defense and from 1999, it has led the ASRP duties.
In order to conduct the stockpile reliability test, firstly, the characteristics, period of storage, and the importance of usage in wartime are studied to select the subject to evaluate. Then, the selected item undergoes an inspection on the non-functional items so that whether any anomaly is found in storage would be checked. Test by item is conducted to check whether the function is performed by the item and the stability is maintained when stored for a long time. Based on the comprehensive result from the test, it is decided if the life-cycle of the item can be prolonged.
It can reduce the defense budget
By testing the stockpile reliability on the stored item, an item that maintains the performance and stockpile stability can be continuously stored and used with prolonged lifespan; it prevents unnecessary and additional purchase so that the defense budget would be cut.
It can contribute to the improvement of quality and performance of ammunitions made in Korea.
The result from test can be circulated to the departments for development and QA so that it could be utilized to be data for maintaining ammunitions’ lifespan.
This can boost credibility of the military.
It is analyzed that in case that an item, of which the credibility was verified via stockpile reliability test, is used for a battle, it helps for the victory of the battle, compared to the case that the not-verified item was used.
